cosmetic-tier-action-default

Rule tier: action filters in the primary engine. Rules test-adblock.com##.eng2306-style-default:style(opacity: 0 !important) and test-adblock.com##.eng2306-remove-default:remove() in a first_party_protections list. Our arm stages this rule through FilterManifestOverride (Adblock.ReleaseTests CosmeticTierFixturesTests); no shipped list has it. Brave cannot be measured here (adblock-rust rejects generic action filters; none shipped names test-adblock.com). Source-derived: Brave's Standard strip keeps action filters on a plain CSS selector (ad_block_engine_wrapper.cc:271-303), and the un-hide never touches them.

Expected in both modes: .eng2306-style-default hidden; .eng2306-remove-default removed.

Expectations are Brave's verdicts, stated in pages/cosmetic-fixtures.json (ENG-2306); until Brave is measured they are hypotheses. The status line mirrors the Standard expectation.
