cosmetic-tier-generic-exception

Rule tier: a generic hide with a generic #@# exception. EasyList ships ##.display_ad (un-hideable tier) and uBO filters-2021 ships the generic exception #@#.display_ad. adblock-rust, which Brave and our product both use, rejects a generic #@# when it parses the list (CosmeticFilterError::GenericUnhide), so the exception does nothing and the hide applies.

The banner holds a known-ad id (adfox_…) and the two-letter label “Ad”, so Brave's Standard un-hide does not apply either. Expected in both modes: hidden, and still hidden on the settled read. Visible means an engine honoured the generic exception.

Expectations are Brave's verdicts, stated in pages/cosmetic-fixtures.json (ENG-2306); until Brave is measured they are hypotheses. The status line mirrors the Standard expectation.
