Force procedural marker
Rule tier: a force-engine procedural filter. Rule test-adblock.com##.eng2306-force-proc:has-text(Force procedural marker) in an unflagged list. Our arm stages this rule through FilterManifestOverride (Adblock.ReleaseTests CosmeticTierFixturesTests); no shipped list has it. Brave strips procedural filters only from its default engine, so a force-engine one runs in Standard too (ad_block_engine_wrapper.cc:232-236); Brave measures it as a custom filter.
Expected in both modes: hidden, and still hidden on the settled read.
Expectations are Brave's verdicts, stated in pages/cosmetic-fixtures.json (ENG-2306); until Brave is measured they are hypotheses. The status line mirrors the Standard expectation.
